Connecticut will reap more than $4.6 million to promote energy conservation and clean technology from the latest sale of greenhouse gas permits for power plants, the first such program in the nation to put a price tag on emissions of carbon dioxide. … Nearly 70 percent of the revenue will go to promote efficiency through rebates, energy audits, weatherization assistance and other programs.
